Debo decir en primer término a nombre de CARE y de las organizaciones e instituciones del consorcio del Programa SUR que nos sentimos muy honrados con la oportunidad única de poder expresar algunas ideas en este espacio tan importante para el desarrollo de la región fronteriza sur del país y para nuestra visión de una sociedad más justa, equitativa y digna. Referirme también al significado especial de este evento en un escenario tan maravilloso, relevante y de contenido profundamente social como éste (capilla del Hombre)
Han transcurrido 9 años desde la suscripción del Acuerdo de Paz entre Perú y Ecuador, en octubre de 1998 que comprometió a ambos países a impulsar el desarrollo productivo y social de esta región fronteriza y apoyar la integración de ambos países, en armonía con el cuidado del medio ambiente.
Hace siete años el Programa SUR inició su intervención en el marco del Plan Binacional de Desarrollo de la Región Fronteriza, de los acuerdos establecidos entre el Gobierno de Ecuador y de los Estados Unidos, y guiado por la visión de “una región fronteriza integrada y dinámica, cuya población ejerce responsablemente sus derechos ciudadanos y conduce democráticamente procesos de gestión local, que mejoran su calidad de vida a través de un desarrollo sostenible”.
Este espacio decíamos, ofrece la oportunidad de dar testimonio de nuestras acciones y compromisos en la búsqueda de este sueño, por lo que queremos ofrecer a ustedes una mirada retrospectiva a este período y destacar algunos de los principales logros, efectos e impactos, así como algunos retos importantes, iniciemos trayendo a la memoria un testimonio:
“En el cantón Calvas, parroquia Colaisaca se encuentra la “hacienda de Chinchanga”, según cuentan una área de terreno comprada a los Reyes de España por un grupo de personas originarias de la zona. Esta hacienda está distribuida en unos 46 caseríos, con poblaciones que van de 20 a 80 familias. Hasta el año 2000, el acceso de estas comunidades a los servicios básicos era casi nulo; apenas tres caseríos tenían agua potable……. El resto se abastecía de agua en quebradas o pozos, localizadas a dos o tres horas de camino, actividad que la cumplían en forma obligatoria mujeres y niños”.
Esta situación actualmente es diferente, niñas y niños, mujeres, jóvenes, adultos y personas mayores tienen el disfrute del agua potable en su hogar en forma permanente, es decir ejercen un derecho que les fuera postergado gracias al esfuerzo conjunto de la comunidad, gobierno, cooperación para el desarrollo.
Cómo estas comunidades, hay decenas que podríamos mencionar y que con seguridad ustedes pudieron casi palpar a través de los diálogos durante la casa abierta del día de hoy en Quito o hace poco en Morona Santiago, en El Oro y en Loja. Permítanme citar algunas cifras que dan cuenta de estos resultados:
  • 499.000 personas de las provincias de Morona Santiago, Loja y El Oro han sido partícipes de acciones, recursos y beneficios del Programa SUR a lo largo de estos siete años.
  • 158.000 personas de comunidades rurales, luego de muchos años ejercen un derecho humano vital, un derecho humano que para muchos de nosotros por haber sido parte de nuestra vida cotidiana lo damos como un hecho; sin embargo para estas poblaciones el acceso al agua potable es recién hoy una realidad.
  • Las experiencias en la provisión de sistemas de agua y saneamiento constituyen ejemplos significativos de unidad, organización comunitaria, compromiso institucional y logros significativos, así lo testifican 27 sistemas municipales de gestión de residuos sólidos que benefician a 231.000 personas.
  • En un acto de justicia con la Nacionalidad Shuar, 230.000 há han sido reconocidas jurídicamente por el Estado Ecuatoriano en un trabajo sin prisa, pero sin pausa de 7 años por parte de la Federación Interprovincial de Centros Shuar, Ministerio del Ambiente, INDA y PSUR
  • Las prácticas de conservación y uso de los recursos naturales, así como la seguridad jurídica de territorios ancestrales constituyen claros ejemplos de que el desarrollo sostenible es más que un bonito discurso y que es puesto en práctica por miles de familias.

Some of the new features are already in the game. Talent trees, in which players assign points to customize their skills, already show talents to level 80. The skills, however, will not be available unless you buy the expansion.
Another new feature added in a recent update is the achievement system, which tracks accomplishments from the number of fish caught (yes, you can fish in WoW) and number of recipes learned (you can cook, too. I am a Chef de Partie, having learned 75 recipes).
The expansion, which requires both the ?World of Warcraft? base game and the ?Burning Crusade? expansion released two years ago, will launch with a suggested retail price of $39.99.
